The Ministry comprises of the following Divisions:

Human Resource and Management Administration

The Human Resource Management and Administration Division of the Ministry  performs general oversight functions for the day-to-day operations of the Ministry and its personnel functions. These include:

  • Corporate Services
  • Personnel and Training
  • Office Services
  • Information and Documentation
  • Finance and Accounts
  • Typing Pool

Executive Management

The policies and programmes of the Ministry  are directed from the Executive Management Division. The main functions of the Division include: decision-making, executive direction and general administration. This involves, inter alia, the initiation and implementation of the policies of the Ministry. The Division comprises:

  • The Office of The Minister
  • The Office of the Minister of State
  • The Permanent Secretary's Office
  • Director General's Office

The Executive Management Division effectively gives approval for most, or all, of the financial and administrative arrangements of the Ministry. This Division serves as the guide for the operations of senior management, as well as execution of the role and functions of the Ministry.

Technology

The Technology Division within the Ministry works to support the ICT mandate of the Ministry. It serves as the IT hub of the Ministry.

The Information Systems Unit of the Technology Division is headed by the Director of Internal Systems. This Unit is responsible for modernizing and maintaining all MEMT internal systems. The Unit also coordinates with other Divisions within the Ministry, in particular the Communications Unit, in relation to the updating of the Ministry’s web site and Intranet.

The following Agencies fall under the portfolio of the Technology Division:

  • Central Information Technology Office (CITO)
  • Post and Telecommunications Department (PostCorp)
  • Spectrum Management Authority (SMA)
  • e-Learning Company Jamaica Limited (e-Jam)
  • Universal Access Fund Limited

The scope of work of the Technology Division is constantly evolving to support changing technologies and the increasing mandate of the Ministry.

Corporate Services

The face of Corporate Services has changed much for the Ministry. Gone are the days when services were provided for as many as four Ministries. Now corporate services are provided for the Ministry and its many Agencies, particularly in the areas of:

  • Policy development;
  • Procurement;
  • Finance and accounting;
  • Information technology; and
  • Legal services.

Personnel/Training

The Director of Personnel has direct responsibility for the Ministry’s staff welfare, salary and emoluments, recruitment, selection, promotion, retirement, dismissal, leave and general conditions of service. The Training Officer ensures that the Ministry’s training needs are identified, sourced and fulfilled, having regard for capacity building and resource constraints.

The Personnel and Training Division forms part of the Corporate Services carried out on behalf of the Ministry.

The Division works with the Permanent Secretaries and the Office of the Services Commission in particular, and the Ministry of Finance and Planning in general, on most matters relating to the staff.
